It is ironic that I comment on consecutive blog articles on pronouncements by two people with the last name Hulugalle. Yesterday it was about Arjuna Hulugalle asking the Tamils to cut the crap and work with the government, using some spurious and nebulous arguments that do not make any sense.
Today it is an equally asinine government sycophant Lakshman Hulugalle saying that there is no reason whatsoever to include the thug drug dealing MP as a suspect in the killing of Bharatha Lakshman. If there was anything more blatantly obvious it was that Duminda killed and ordered to be killed this Bharatha Lakshman fellow. So for the misnamed Director General of the Media Center for National Security to say that the prime suspect in the cold blooded murder in broad daylight is not a suspect, defies any human degree of explanation and is indicative of the state of the Nation where the perpetrators are sheltered by the very same ruler, aka Mahinda Rajapakse. This makes it easy for him to be airlifted for treatment in Singapore, which is just a ruse to have him outside the country for the time being for his own security as Bharatha Lakshman's men are also out to get him for this heinous crime if the state appears to be impotent at doing so, officially denying his involvement.
I wonder what authority this man has to make a statement like that, but as it is in his capacity of the media spokesman on national security he must have been authorized or ordered by Ghotabaya Rajapakse to make this statement to the media, exonerating the culprit from culpability!!
It is no wonder that Sri Lanka far from being the wonder of asia is now the only banana republic in Asia and if the citizens of this country do not yet realize that the jokers who are making it the banana republic continue to insult this country and treat it like their personal fiefdom, it is a sad indictment on the nation.
It is seems to be very difficult to change the mind set of the shelfish electorate as they are only thinking of the short term benefits, and not realizing that they have put in place a government that is gradually eroding all the freedoms they are used to, will they come to the point at which at the point of the gun they will be forced to do something they do not to realize the harsh reality of the current situation. I hope not and I hope our people can become a little wise to the fact that there is a massive fraud taking place where the assets of the nation have been stolen by the rulers and not wait until the whole nation is hawked to lenders to realize they must do something about it before it is too late.

Rather than run to India and Western countries Tamil leadership must evolve plan to work with majority community
by Arjuna HulugalleAs the government and the TNA grapple to unravel the conundrum of the ethnic problem, a question can be posed whether the TNA could learn from the experience of the Catholic Church in Sri Lanka at a trying moment in history in the nineteen sixties.
In the colonial period, which had lasted 450 years, it was natural that the Catholics and the Christians had an edge in every respect. Their schools were prestigious with a life line of financial and intellectual inputs. The Catholics got it mainly from Italy, France and Ireland and the Anglicans and Methodists from the Commonwealth countries and the US.
In business, in the public service, in the armed forces and in the ownership of property they had preferential status and their prominence was disproportionate to their numbers. Post 1948, the introduction of one man one vote, the C. W. W. Kannangara policy with compulsory and free education and the use of the veranacular made a sea change inevitable.
It was in 1960, that the Catholics were at the cross roads. Parents occupied the Catholic schools when their take over had been decided by the Government. The Bishops and the Catholic hierarchy rejected the Government move. They supported the Archbishop who already in 1959 had come out with the statement “Our schools should not be touched. We will fight to the end, even shedding blood.” (Dinamina – June 30, 1959).
At that time, there was one Bishop, namely Leo Nanayakkara, the newly ordained Primate of the Bishopric of Kandy whose lone voice dissented. His view was that the Catholics of Ceylon had to merge into the mainstream and not be identified as a force representing a foreign element and “stick out as a sore thumb”.
Catholics, he maintained, had to be patriotic Ceylonese and stand equal shoulder to shoulder with the Buddhists, Hindus and Muslims. Reason prevailed and the Church turned to that advice. Today, no one talks of a “Catholic problem” and Catholics are as prominent and successful as they were then. The Church is now recognized as an indigenous body well integrated into the local psyche. It has, however, maintained its accessibility to intellectual enrichment from the four corners of the planet. This benefit it shares with others in such places as Aquinas University College.
Rather than running to India and to western countries, the Tamil leadership has to mature and give serious thought to evolve a plan to work with the majority community and the other communities. That will require true strength of character and intellectual prowess, which the Tamils have in abundance, albeit stifled by myopia in the past and therefore made to wilt and remain dormant and latent. It is a question of reawakening self confidence in their culture, values and capacity.
The Tamils have no reason to feel less or feel victimized and marginalized. The majority of them work and live outside the Northern and Eastern Provinces and have proved it can be done in harmony. They are making a very substantial contribution to the quality of life in the country. In the capital city, Colombo, together with the Muslims and the Up Country Tamils they form two thirds of the population. The majority community is in the minority. Can we then talk in all honesty that there is discrimination?
Will there be a Prince among men, like Leo Nanayakkara, to lead the Tamils out of the wilderness and take the message to the people of Sri Lanka that the “Country belongs to all” and we can develop this country through our collective strengths without succumbing to the seduction of paying obeisance to persons abroad. That does not mean that we as a people should turn away from our friends abroad who genuinely want to assist us, get to know our issues with an in depth understanding of them and share the common heritage of humanity
My Comment on the above article:
Both the Catholic example and the running to India scenario just does not have any merit in the argument presented. Further the lives of the Tamil speaking people outside their majority areas where they have integrated into the community in a way just like the minority communities in most countries have done also have no bearing on this case.
The reason I say this is that if you are willing to be under the radar, you can succeed anywhere, just as many people of Tamil origin pretended to be Sinhala so they will not suffer the state sponsored discrimination. The fact for example that the majority of the private sector shareholding of the Colombo Stock Exchange is non Sinhala is another example of being under the radar. The minute the Sinhala Buddhist chauvinist realizes it they will want all this nationalized!
So it is back to the main topic, where Tamil people should be allowed basic freedoms enjoyed by the rest of us around the island, where they are not guilty until proven innocent in every thing they do. If they cannot hold a meeting of 5 people in a home without express permission of the Army (forgive me if I have got the exact number wrong, as it changes from day to day at the Army’s whim) then there is something grossly outrageous in the actions of the Sri Lankan government. It is not the TNA who should make the first move here. It is the Sri Lankan government who must be more reasonable in their dealings with the Tamil people and take account first of their basic grievances before even getting close to the devolution issue, which is really a red herring.
Once the people of Sri Lanka have the same rights no matter where they live then we do not require devolution or evolution, we will just be one nation Sri Lanka and a multi ethnic nation living in harmony.
It is this Sinhala Buddhist Inheritence misnomer that the so called Sinhala Buddhists should disown as none of them are either Sinhala or Buddhist, which gene testing will reveal once that becomes readily available, and the Tamils will realize they are not Tamil either! We are after all Sri Lankan adhering to some temporary race and religion suitable to us at the moment.
As far as the Diaspora be it Sinhala or Tamil are concerned, my advice is to shut up, as you are suffering from a Minority complex in your adopted homelands, and only become part of the discussion if you want to come settle in Sri Lanka today.

The Young people of Sri Lanka do not seem to realize their limitations
It appears to me that the behavior of Sri Lankan youth is quite astonishing. They appear to believe they know everything and have little regard for the knowledge and experience of the elders. I wonder why this is occurring today as compared with our day when respect for the elders was implicit. Now there is no respect at all.
I was arranging a meeting for a young person from Kurunegala yesterday to meet a VIP and had called him the previous day confirming the time and place I had arranged the appointment for him, saying I had to make certain changes to the diary of the VIP in order to accommodate the 3pm meeting as he was arriving from Kurunegala. Having told all this, when I called around noon yesterday to check on arrival time and address, he was in some far off Hunnasgiriya where he could only arrive at the office only around 5pm at the earliest depending on the state of the traffic. I told him that and postponed the meeting, as I knew if I had gone through hoops to reschedule it for later and he was not there on time, it would be me who looks a fool.
This sort of inconsideration, where it was incumbent on him to call me and say he would be late, is the kind of example I am talking about.
Further a more important issue has arisen. In the recently concluded election for the Colombo Municipal Council, the UNP candidate who came second was a Mr John Ram a first time entrant into to elected politics. He was said to be most upset that he did not get the Deputy Mayorship of Colombo, which was given to a much more seasoned politician Titus Perera. It is important for him to realize that though he obtained the second largest number of preference votes, that he is still not sufficiently well versed in politics, despite his father being a Provincial Councillor for the Western Province which was probably the most important reason for his garnering this high number of votes, though even in the scheme of things he only achieved about 10,000 total preferences. Apparently another pipsqueak Anuradha Wimalaratne who spent lavishly and was not rewarded for it by the number of votes he received, also felt that Ram should have been treated better. Ram is also said to have thought that he did not get it because he was Tamil, a sorry reason for a person to attribute that as a reason either. He should realize that it had nothing to do with his race, but completely to do with age and experience.

who is trying to kid who in Sri Lanka - come on Mr President lets have a little honesty for a change
This latest act of violence in Sri Lankan politics where two prominent figures in the ruling UPFA were involved in a gun battle between them which resulted in deaths including one of the figures, while the other is clinging onto life is a feud the President of the country knew about and in my opinion did nothing to interfere with, implying that he condoned it!
There is no doubt that the two thugs had a problem with each other, and it was openly displayed and the President appears to have condoned the election malpractices of Dumnda Silva who was the organizer of Kolonnawa who had resorted to terror tactics and intimidation to prevent UNP activists from actively campaigning for their candidates. They were not allowed into most of the areas ostensibly in areas under his control. They were furthermore threatened and told that once the elections were over their homes would be destroyed completely. Just as well for them that he was badly injured and unable to carry out his threats.
It must be remembered that the election violence wrought on the UNP left many candidates fearful of campaigning and furthermore when the result was announced that the UNP only lost by a 500 or so votes, it was apparent that had there not been intimidation, they (the UNP) would have had a huge majority. If they received so many votes under the trying conditions within which they operated, it is apparent that the government received a huge vote of no confidence in Kolonnawa against the UPFA in this regard.
Coming back to the first point, it is the President's complete responsibility for what happened, having placed a thug and drug dealer, knowingly to intimidate UNP candidates and voters, and little did he realize that a person from his own party, to which he places very little credence, was the person who lost his life. No wonder he was hooted when he came to shed crocodile tears at the funeral of the SLFP trade union leader and Presidential Adviser Baharatha Lakshman Premachandra.
It was telling how the SLFP old guard slammed the President by insinuation as to the death of one of their colleagues and if the President does not get the message that his thugs must be taken out he only has a very short time left in politics. It is so sad that the people of Sri Lanka, the patriotic people have been fooled and completely bamboozled by a common criminal, who should be publicly flogged for his anti patriotic performance against the state and people of Sri Lanka, making a mockery of democracy, and the respect that it commands. Once the people of Sri Lanka wake to realize the scoundrel they have in power, they will boot him out of office on all fours like an animal. I am sad to have to say this of a man I thought I could have faith in, but the litany of examples shown by him has completely shattered that faith, and the completely false image put out for the people of Sri Lanka to see makes me pity my countrymen for failing to see through the veneer of respect, and find the heinous creature within!!

Some advise to Mr Mussamil, the current Mayoral Candidate for the Colombo Municipal Council
It is very important that the UNP administration of the CMC is able immediately to grapple with a whole host of problems at the same time, most of which are political and have assistance from the UNP top brass to help make this happen.
What I mean by political is that the turf of the CMC has to be ascertained over which they have control. Namely bodies such as the UDA. For example there is confusion as to who will be responsible for the maintenance of the Vihara Maha Devi Park. There is talk that Ghotabaya is going to wrest it out of the CMC and take it over! Now why would he do it unless he had a grand plan for that property. Well then the UNP has to have a self financing plan which will earn revenue to pay for its upkeep without dipping into the CMC funds. They can have a charge for the services the park provides, like the Childrens Playground and the Amphitheater, Just to use an example. Remember that Ghotabaya removed all the flower pot sellers from the park and dumped them near the Waters Edge in a property that was no more than a muddy paddy field, and that is not part of the CMC.
Other areas are Government Buildings both of the Defense forces and also Ministerial buildings that are used both for offices and housing. It is important that the revenue base is maximized. So all the rules with regard to which properties are exempt have to be looked at carefully and a fight for all property to be liable for rates be placed under some form of legal framework.
If the government has given rates exemptions for tourist hotels, then the shadow rates must be collected from the Central Government to fill the void.Government and Private schools may have a different basis for rating and therefore be paying lower rates. Then the collections of these rates. One can find massive frauds by government officials in collection of rates.
On this basis the advice can take the form of pages, but it is predicated on the fact that the Revenue can be increased by more than 100% if the rules of the CMC are adopted and all the dues are collected. So please as a first task employ a team of consultants to review this area which is bound to horrify many of the CMC employees who are currently taking bribes in order to under report the rateable values of the properties in the CMC.
Do what is necessary as it is the wealthy that are cheating the most on the rates and see that it is properly assessed and collected, you will then have no problem in the running of the Council in an efficient manner once the money is of no object.

An opinion on the UNP victory in the CMC
The Mahinda Rajapaksa government in Sri Lanka, put an enormous amount of resources and grossly abused state resources and committed a large number of election related violations, including the aggressive campaigning that took place in the last three days which was against the law.
Despite this huge outlay of resources and the threats that UNP candidates would go to the other side within hours of making such statements, none have done so far. I would recommend they take the Rs10M offered to shift and go and then after a period of a month they can return, just aggravating the payers of the bribes in Colombo. So against all the odds, Colombo was unshakably in the UNP camp despite some last minute tense moments before the result were announced. Furthermore, it was a humiliating reminder for Milinda Moragoda that his days in politics are history and he could better serve the country as an independent thinker providing unbiased information for public consumption and debate.
Whilst Mano Ganeshan's party got many votes from the Tamil community which resulted in 6 seats in the CMC, it is incumbent upon Ranil Wickremasinghe to play hardball, and not push the dues from the UNP mainly for the Tamil vote that Ganeshan received. If this tough talking is done, he will come into the UNP fold like a pussy and then a 30 seat team will be unassailable.
I am glad therefore that the voters would not buy the lies of the government and were more able to balance the situation and either not vote as the turnout was quite low in the end, or vote for the victor as their conscience so pleases.
It is now important therefore to build upon this victory as soon as possible so that the path for a return to Government of the UNP can return sooner rather than later. UNP has still not lost the monker of the largest single party in Sri Lanka and can therefore use that as a base to garner votes to the UNP in the future. In Sri Lanka the voter can be very fickle and it is incumbent upon the UNP leadership to get the maximum they can to contribute to the party's future growth from those in politics and thinkers who are outside.

The Kolonnawa Thuggery - Courtecy of the UPFA administration
It is apparent that this country is ruled by gangs of thugs. Two Presidential Advisers, one of them a new MP who has already been given the task of shadowing the Defense Ministry, were involved in a Al Capone style shootout in broad daylight in front of Policemen on a busy road around 3.30pm on Polling day Saturday 8th of October, 2011 in the Kolonnawa area.
One of the protagonists now dead, Bharatha Lakshman was an MP and now residing in Kiolonnawa, and whose nominee one overwhelmingly in the Kolonnawa MC election. The other injured, is the SLFP organizer for the Kolonnawa electorate, Duminda Silva. The latter is a new MP to the Sri Lanka parliament who won with a huge number of votes, belying the fact that he is one the largest drug dealers in Sri Lanka, especially in Kolonnawa. It is rumoured that he has promised jobs for all young people in Kolonnawa. What it entails is selling his packeted Heroin!!!
There is no doubt now, and if ever there was any doubt before, let it be clarified, that both these individuals travel with their thugs who are armed to the teeth with illegal weapons such as T56 assault rifles, something that is not normally required in Sri Lanka if it is a peaceful county, which the Government claims it is.
I am not aware if there are any opposition politicians traelling around with armed gangs and illegal weapons. If any of you know of any please let me know by way of comment on this blog. What does that say? It clearly says that this Government actively encourages the politicians to go around in convoys, with private armies and weapons both of which are illegal. The fact that the people of this country condone this kind of activity is in itself disgraceful. Do they do this out of ignorance or knowledge? That is a question I would like to ask.
Don't forget the picture that Duminda managed to portray in his highly publicized and expensive campaign for Parliament. He was shown as doing an enormous amount of public service and posters were full of his gift giving to people of all walks of life. It is important therefore not to get fooled. A drug dealer by definition has access to millions of illegally gotten gains he can apply to electioneering, and so people in Sri Lanka while electing known names, can put in power the worst sort of thugs and underworld mafia.
Whilst this article is premised upon informing the public of the current situation of some of the governing coalition and the lack of the enforcement of the law, it is important that we also make suggestions towards improving the situation for the future.
In the interests therefore of future practice, we must immediately put a stop to the private armies, and if not make it an issue of national importance to be subjected to national debate that such practices have been going on for two long with government blessing and is illegal and should be stopped. He was shown as doing an enormous amount of public service and posters were full of his gift giving to people of all walks of life. It is important therefore not to get fooled. A drug dealer by definition has access to millions of illegally gotten gains he can apply to electioneering, and so people in Sri Lanka while electing known names, can put in power the worst sort of thugs and underworld mafia.
Whilst this article is premised upon informing the public of the current situation of some of the governing coalition and the lack of the enforcement of the law, it is important that we also make suggestions towards improving the situation for the future.
In the interests therefore of future practice, we must immediately put a stop to the private armies, and if not make it an issue of national importance to be subjected to national debate that such practices have been going on for two long with government blessing and is illegal and should be stopped. The opposition has to take to the streets to first protest peacefully and get enough media coverage to exhort the public to agitate.
